LOS ANGELES — After a dormant summer on the airwaves, Rick Caruso's mayoral campaign on Thursday reserved $17 million worth of broadcast TV ad time spread over the remaining weeks of the race — a commitment that does not include cable or digital advertising, meaning the spending total will likely grow.

It's a colossal sum — likely the largest single-day ad reservation ever placed in a local L.A. race — and a level of spending that could help Caruso narrow the double-digit gap in the Nov. 8 general election.

SACRAMENTO, Calif. — Warren Thompson understands fear. He never finished his morning coffee on that windy fall day four years ago because a branch — on fire — blew over his head when he stepped outside, and he knew the wildfire was coming. He ran.

Officials say Russian shelling hit cities and towns across a wide stretch of Ukraine during the night. The British Defense Ministry warned Sunday that Russia is likely to increase its attacks on civilian targets as it suffers battlefield defeats. The regional governor of Mykolaiv said that overnight shelling hit a hospital in the city. The separatist forces that control much of Donetsk on Sunday claimed that Ukrainian shelling of a prisoner-of-war colony in Olenivka killed one prisoner and injured four. More than 50 POWs were reported killed in a July attack on the Olenivka prison that Russian and Ukrainian authorities blame on each other.

CHICAGO — Kyle Pugh remembers the play that would become just the first leg of an odyssey of repeated heartbreaks, only he didn’t know it at the time.

The wife of King Charles III is paying tribute to the late Queen Elizabeth II and her strength as a woman in a world dominated by male leaders for much of her 70-year reign. In a video message being broadcast Sunday night, Queen Consort Camilla says: “It must have been so difficult for her being a solitary woman.” She adds: “There weren’t women prime ministers or presidents. She was the only one, so I think she carved her own role.” The late queen, who died Sept. 8 aged 96, ended years of debate about Camilla’s title when she said on the eve of her Platinum Jubilee that Camilla later be known as queen consort.

The European Union’s executive branch has recommended that the bloc suspend around 7.5 billion euros ($7.5 billion) in funding to Hungary over concerns about democratic backsliding and the possible mismanagement of EU money. EU Budget Commissioner Johannes Hahn said Sunday that despite measures Hungary has proposed to address the deficiencies, the European Commission is recommending the suspension of funds “amounting to an estimated amount of 7.5 billion euros.” Hahn said that Hungary has until Nov. 19 to address the concerns. The European Commission has for nearly a decade accused Hungarian Prime Minister Viktor Orban of dismantling democratic institutions. He denies the accusations.

A strong earthquake has shake shook much of Taiwan, toppling at least one building and trapping two people inside and knocking part of a passenger train off its tracks at a station. The magnitude 6.8 quake on Sunday was the largest among dozens that have rattled the island’s southeastern coast since Saturday evening, when a 6.4 quake struck the same area. News reports say a three-story building with a 7-11 store on the ground floor and residences on the upper ones collapsed in Yuli town. Two were rescued and workers were in communication with two other trapped people. Police and firefighters also rushed to a bridge collapse where one or more vehicles may have fallen off.

Moses Wamugango peered into the plastic vats where maggots wriggled in decomposing filth, the enviable project of a neighbor who spoke of the fertilizer problem he had been able to solve. The maggots are the larvae of the black soldier fly, an insect whose digestive system effectively turns food waste into organic fertilizer. Farmers normally would despise them if they weren’t so valuable. Uganda is a regional food basket, but rising commodity prices blamed on the war in Ukraine are hurting farmers. Fertilizer prices have doubled or tripled, with some popular products hard to find on the market.

In retrospect, it seems Queen Elizabeth II was preparing us all along for her death. Whether it was due to age, ill health or a sense that the end was near, she spent much of the last two years tying up loose ends, making sure the family firm would keep ticking along. The transition began slowly, with the queen turning over more public duties to her son, now King Charles III. But it moved into overdrive in 2022 as Elizabeth celebrated 70 years on the throne. First she expressed her wish that Charles’ wife, Camilla, be known as queen consort after her death. Then Charles took center stage during Platinum Jubilee festivities.

Malik Hausman intercepted two passes for Hawaii (1-3).

Samson Evans ran 35 times for 257 yards and a touchdown and Eastern Michigan never trailed in beating Arizona State 30-21. Evans posted his first 100-yard game — he had 96 by halftime — as the Mid-American Conference's Eagles easily handled the Pac-12's Sun Devils. The Eagles (2-1) scored on four of their five first-half possessions, with only an interception stopping the EMU offense. Arizona State (1-2), meanwhile, didn’t get a first down until late in the first quarter, when the Sun Devils were already behind 10-0.

The United Nations is calling on Afghanistan’s Taliban rulers to reopen schools to girls in grades 7 through12, calling the anniversary of their exclusion from high school “shameful.” The U.N. said Sunday it is increasingly concerned that the policy will deepen the country’s economic crisis in the form of greater insecurity, poverty and isolation. Markus Potzel, the U.N. chief in Afghanistan, says: “This is a tragic, shameful, and entirely avoidable anniversary." A year after the Taliban took power in Afghanistan, hard-liners appear to hold sway in the Taliban-led government. Teenage girls are still barred from school and women are required to cover themselves from head to toe in public.
